It's not announced to be coming, just showing it off.

Years after release, current gen racing game Gran Turismo Sport is showing off a new rainy environment course, sparking hope for the feature to come to the main game.

Footage of the new rainy weather option was shown off recently by Williams Racing eSports player Coque Lopez. Part of the Red Bull Ring, the video showed a few Peugeot Rally cars on a track of heavy rain.

The absence of weather options from GT Sport was a surprising and upsetting discovery when the game released in October 2017. Dynamic weather has been in the Gran Turismo series since GT 5, after all.

We understand why the feature is so heavily desired. Knowing and compensating for the different surfaces you race on, from pavement to dirt, is an important aspect of racing. It only makes sense to want to emulate the lost friction from wet ground.

While the video shows off the wet conditions, they do not show any information about if or when the option will come to the game.
