PGR2 (3 isn't too shabby either)
Original motorcycle racing game on SEGA 8-bit that I can't remember the name of.


Need for Speed 3: Hot Pursuit, and NFS 4: High Stakes, racing against my brother over LAN was hours of fun.

1nsane: Off road racing - one of my old favorites as well. Great graphics for 2001, fun cars/trucks to play with in different off-road vehicle classes (rally, desert, 8x8 semi trucks! etc.) Loads of single player fun with the different racing modes - capture the flag, normal offroad track races, gate hunt (drive through random "gates" before the rest then on to the next), etc.

Consoles are a load of whale fail.

You don't need a silly steering wheel to enjoy a racing game, it just makes it harder in some cases. A good analog controller works wonders. I actually played most of the games using the keyboard, and some times with a controller.

For now, steering wheels and pedals just seem to get in the way of proper control for me. Nice novelty, but that's about it.
